Emergency Operations Center (Directions)

In the event local First Responders and resources are overextended, outside resources will be needed. The coordination of such resources will take place in the Emergency Operations Center (EOC), as will the jurisdictions response to the incident.

Located in the basement of the Sheriff's Office, the EOC is the responsibility of the DEM Coordinator. There is an EOC Staff, made up of volunteers from the community, who are trained to support County Officials and department representatives as they fill positions during an EOC activation.

It is important to note that the EOC is not in tactical control of an incident, but rather works with resource acquisition and management, as well as strategic outlook and liaison functions.

The Comprehensive Emergency Management Plan (CEMP) guides the actions of County Officials during disasters.

The National Incident Management System (NIMS) "provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents."

NIMS also requires that jurisdictions institutionalize the use of the Incident Command System (ICS) to manage the response to incidents.


Directions:

From State Hwy 14 in Stevenson, take Russell Ave. north (uphill) to Vancouver Ave. Turn right, and then right again into the Courthouse parking lot.

Between the Courthouse and Sheriff's Office is an outside, cement stairway. At the bottom of the stairs is a grey door into the basement of the Sheriff's Office - that is the EOC entrance.

Or - you may use the "Lower Parking" area. Turn north off Hwy 14 into the parking lot between the El Rio Restaurant and the 1st Independent Bank building (including the Chamber Office), and go to the next parking area above (just below the Sheriff's Office/Jail). Take the cement stairway up, and the sidewalk around to between the buildings - grey door on the right.


While somewhat humorous, the EOC Definition at left has a certain validity... a recognition that not everything CAN be fixed. That there may not BE easy answers, that resources WILL be limited - and the future IS uncertain...

The decision makers who gather in the EOC upon activation must deal with all those issues.
